The Anti-Corruption Bureau-ACB has cancelled the procurement process of face masks for Mwanza District Council over flouting of procedures.
In a statement made available to Capital FM which has been signed by the bureau’s Deputy Director General Elia Bodole, the council failed to follow two key procedures in the procurement process.
The letter by the ACB accuses authorities at the district council of not following the requirement for suppliers.
Suppliers are required to have a business license and TAX PIN Registration Certificate to participate in the procurement in accordance with guidelines for the masks.
“The council broke the procurement of face mask into two smaller parts; supply of cloth and tailoring services tantamount to bid splitting. This will in our view, pose not only implementation challenges leading to compromising quality of the face masks but also create room for corruption. As a consequence, this may compromise quality of masks,” Reads part of the statement.
The council has since been advised to restart the procurement process.
The ACB is monitoring the procurement of face masks in all the 28 districts across the country.
The graft busting body signed a Memorandum of Understanding with the Ministry of Local Government and Rural Development in 2019 as one way of preventing corruption at local government level.
